EUGENE/ Publi Works
Mainte nance
.lone 26, 1992
1820 Roosevelt Boulevard
Eugene, Oregon 97402
David P. Illig (505) 687 -5220
550 Ful Vue Drive
Eugene, Oregon 97405
Dear David Illig:
Your letter, with a copy of your letter to Councilor Green, was forwarded to
me for response. Comments such as yours have been helpful in the city staff
effort to craft a solution in light of opposing interests on the dog off -
leash issue at Morse Ranch Park, and for that matter, citywide.
While public support for the off -leash program exceeds opposition to it,
particularly at Morse Ranch Park, staff recognize and respect feelings of
those in the minority position. We have therefore sought a compromise solu-
tion that continues the off -leash activity, but responds to noise and parking
impacts on immediate park neighbors, the negative impact on the stream and
wetland areas, containment of dogs from running off -leash beyond the meadow,
and leaving part of the meadow open for other uses.
Our observation of the activity is that it is down from earlier levels, due
at least in part to sites that have be established in other parks. We will
continue to monitor the conditions in the meadow, and make adjustments in our
management policy. For example, if the winter usage is more than the vegeta-
tion can endure, we would consider a short term closure.
If the forces opposing each other on this issue could come up with a better
compromise solution, we would welcome a description of it.
Your comments are appreciated.
Sincerely,
Cji
John Etter
Landscape Architect
cc: Bob Hammitt
