neutral stand on the off -leash program. Furthermore, the Historical Park Corporation's
Board has never contacted it membership about the issue.
We are extremely sorry to provide such a negative reaction to this proposal. Those of us
who have been actively working with you know the proposal was made in good faith,
but we feel our interests are excessively compromised by this proposal. Please keep in
mind that we have tried to be cooperative and accommodating throughout this process.
We have volunteered to work with PARCS to undertake projects benefitting all users of
the Morse Ranch Park. We have actively discouraged users of the off -leash area from
parking along Crest and Lincoln even though that is entirely legal. We have actively and
successfully promoted responsible dog ownership and have an extremely high
compliance with requirements that we clean up after our dogs. We have even taken
water sample for testing to assure ourselves we are not contributing excessively to water
quality problems.
We are distressed that various claims and accusations made by opponents of the off -
leash program seem to have been accepted as fact while our rebuttals seem to have been
ignored. For example, opponents have implied or made actual assertions of vandalism
and criminal activity on our part, but Eugene Police records indicate no such reports.
Claims have been made with regard vast quantities of dog feces, but little can be found.
Opponents have made exaggerated claims about traffic impacts or roads which are being
wom out. Yet these neighbors' opposition seems to have played a major role in the
shaping of the revised proposal for the Park.
We thank you again for consulting us by presenting the draft proposal for a modified
off -leash area. We have not yet presented it to our general membership, but our Board
would recommend opposition if it remains in this form. We would very much like to
meet with you or other appropriate City officials to discuss changes which we can
support.
Sincerely,
Casey Forrest
Chair
Morse Ranch Off -Leash Association
cc: Randy MacDonald
Bobby Green
Donna Neal
Barbara Keller
Fred Lockhart
John Van Meter
Greg Evans
Roscoe Divine
Dick Morgan
Bob Schutz
Christine Andersen
John Etter
