Oregon 97401 <br /> July 25, 1991 (503) 687 -5333 <br /> (503) 683 -6834 FAX <br /> TO: Mayor and City Councilors <br /> FROM: Bob Schutz, Executive Director, PARCS <br /> RE: DOG -OFF -LEASH AREA WITHIN CITY PARKS <br /> In response to numerous public requests, the PARCS Department prepared a <br /> proposal to allow designation of park areas as places where dogs are permit- <br /> ted to exercise without being on a leash. <br /> In June, the Joint Parks Committee approved the proposal and recommended that <br /> staff work out details and contact neighbors of the designated park areas <br /> once the areas are approved by the City Manager. A copy of the proposal con- <br /> taining the criteria, issues, and fiscal impact is enclosed. <br /> This item will appear on your August 5 council meeting agenda as a public <br /> hearing. At that time, PARCS will be asking you to approve an amendment to <br /> the city ordinance to allow dogs to run loose in dog- off -leash areas. It does <br /> not require the establishment of dog- off -leash areas, but simply allows for <br /> them. The City Manager or designee would be able to choose whether or not to <br /> designate any park area, and choose which areas to designate. The amendment <br /> will be contained in your packet for the August 5 council meeting. <br /> Proposed dog- off -leash areas <br /> Based on the criteria contained in the proposal, three park sites were ini- <br /> tially identified, and a fourth site may be determined later. They are Tugman <br /> Park- the old dump site, (South Eugene), Candlelight Park (Bethel), and <br /> Gilham Park (Willakenzie). <br /> ?ARCS proposes to substitute the east pasture of the Wayne Morse Ranch Park <br /> in place of Tugman Park due to the negative concerns expressed about its <br /> inadequate size and close proximity to the park's play area. <br /> The Wayne Morse Ranch east pasture is located at Crest Drive and Lincoln <br /> Street. This fenced pasture is approximately 8 acres. Parking is available on <br /> Lincoln Street and the paved lot near the upper west pasture. Although the <br /> east pasture is relatively close to residents on Crest Drive and Lincoln <br /> streets, the site is a self- contained area bordered by a fence and heavy <br /> vegetation. PARCS received a number of requests to designate this site in <br /> place of Tugman Park. <br /> Candlelight Park is a 12 acre undeveloped park site located at Royal Avenue <br /> and Candlelight Street. This park is west of Beltline, and situated in a <br /> sparsely populated area. <br /> Gilham Park is a 6.67 acre undeveloped park site on Gilham Road near Gilham <br /> Elementary School. A natural ravine separates the school property from the <br /> park and provides an adequate barrier to leashless dogs. Residential develop - <br /> ment adjacent to the park is minimal. <br />
