Post, Superintendent of Parks Services <br /> SUBJECT: DESIGNATING PARKS WHERE DOGS CAN RUN OFF LEASH <br /> Purpose /Issue Statement <br /> The City has received many requests from the public to designate areas where <br /> dogs are permitted to exercise without being on a leash. <br /> Background /History <br /> In recent months, the has documented several requests to designate an <br /> area or areas in parks where dogs can be off leash. This is not a new con- <br /> cept. We have received similar requests for many years. !Several cities <br /> around the country and in the state have established such parks which have . <br /> been very popular and successful. <br /> Staff have talked to the City of Corvallis, Tualatin Hills Parks and Recrea- <br /> tion District, Bend Metro Parks and Recreation District, Willamalane Parks <br /> and Recreation and the Regional Park and Recreation Agency in Salem, regard - <br /> ing this issue. Also, we were informed of communities in British Columbia <br /> and California where dogs were allowed off leash in selected parks. <br /> Salem has had a long -term successful program allowing dogs off - leash, and <br /> Corvallis established a similar program several months ago with a six -month <br /> review date in August 1991. <br /> To this point, Corvallis has had only one registered complaint, and they plan <br /> to continue the program. <br /> The other agencies contacted do not have a formal dog off -leash program at <br /> this time. <br /> The general criteria expressed to staff in considering a dog off -leash area <br /> were: <br /> 1. In a relatively undeveloped or isolated area; <br /> 2. Self- contained area bordered by fences or natural barriers; <br /> 3. Low -use parks; <br /> 4. Away from user conflicts such as bike paths and jogging trails;playrounds <br /> 5.
