PROPOSAL FOR EUGENE CITY COUNCIL
Prepared: December 9, 1994
Part 1: Brief Introduction and Overview
Name of agency, contact person, phone number, and mailing address.
Agency Name: Child Care Inc.
Contact Person: Debra Delegato, President, Board of Directors,
747 -6486 (work) or 343 -0519 (home), and
Michelle Lang, Administrative Director (staff)
Agency Phone Number: 344 -1165
Agency Address: 169 N. Washington, Eugene OR 97401
Our proposal concerns relocating Child Care Inc. to Thomason
Lane, lots 700 and 800 of Map No. 17 04 25 13, replacing the site
at 169 N. Washington St., (within the boundaries of Skinner Butte
Park), that we have occupied since 1968.
Brief description of services provided to the community.
Child Care Inc. is a community, non - profit 501(C)(3)
preschool /child care center which has served the Eugene area for
over 26 years. The purpose of the program is to provide high
quality services at an affordable cost for all families, with an
emphasis on serving low - income families. The school is currently
licensed by the state Children's Services Division for 30
preschool aged children (2 1/2 - 6 years old). In 1994, Child
Care Inc. has served approximately 75 children and their
families, 810 of which fell within USDA income guidelines for
low - income households.
The oldest licensed child care program in the county, Child Care
Inc. is the only center open to all families in our community
which provides tuition based on a true sliding scale, with
payment according to family size and income. Depending on these
factors, low- income families qualify for either our reduced ($285
per month full -time) or scholarship ($195 per month full -time)
tuition rates. Free scholarships are provided on a limited basis
for those most in need. Even with the amount of tuition we
subsidize for our low- income families, we have been able to
maintain our regular tuition rate (currently $335 per month full -
time) at a level that is consistently among the lowest in the
area. Additionally, respite care is provided at our center for
children at risk of abuse through the Transition Program, a joint
effort of Child Care Inc. and the Lane County Relief Nursery.
Our program is open year round, Monday through Friday, from 7:30
am to 5:30 pm. We offer families the option of full -time, three -
quarter time, and part -time care, something that is not often
available with other programs.
