The policy question would be; Is the public purpose of providing low income <br /> sliding scale child care services in the Whiteaker Neighborhood of sufficient <br /> value to justify the City Council's deeding at no cost 0.6 acres to CCI to <br /> facilitate their moving out of Skinner's Park? <br /> B. Background and Analysis <br /> • Building Safety Condition and Americans with Disabilities Act (ADA) <br /> analysis performed by NAGAO show approximately $120,000 in improvements <br /> needing to be made to the city -owned residential structure being used by <br /> CCI. <br /> • A reason stated for denial of CCI's request for Community Development Block <br /> Grant funds in 1994 was their not having a firm commitment from the City <br /> for a location to permanently relocate their operation. <br /> • CCI's current building at 169 N. Washington has been judged by their Board <br /> of Director's as uneconomic for CCI to move due to its having to be <br /> dismantled. moved in three sections, and then reassembled. <br /> • Despite provisions in the early agreements that CCI would be responsible <br /> for maintaining the facility in good condition the city has assumed much of <br /> the burden for repairs and modifications. Two pieces of correspondence <br /> (3/19/68 and 2/27/69) indicate City Council approval for spending city <br /> funds on small remodels. In 1980 there was a fire, in which the City took <br /> responsibility for making repairs. Another group of repairs were made in <br /> 1987, and in 1991 the City replaced a failing heating system. <br /> C. Alternatives /Options <br /> 1. Do nothing and let CCI remain in the current facility. <br /> Concerns: <br /> • This would extend their temporary use of 169 N. Washington <br /> • Could eventually draw Federal criticism or action <br /> • Continues city liability exposure from having CCI in a substandard City <br /> Owned Building <br /> 2. Discontinue support of CCI and require them to relocate by a set date. <br /> Concerns: <br /> • May result in adversely impacting CCI's ability to continue to operate <br /> 3 <br />
