their tenure at this site through repairs to this building to accommodate their <br /> activities. <br /> Two undeveloped park land lots on Thomason Lane which total 0.6 acres which have <br /> been determined as not being needed for the abutting Maurie Jacobs Park have been <br /> identified as a possible site for CCI to relocate their operation. The assessed <br /> value of these RA zoned properties total $35.570. Placement of a child care <br /> facility on RA zoned property may be allowed if a conditional use permit is <br /> obtained. <br /> Achievements through granting CCI the Thomason Lane sites: <br /> • CCI would receive an asset base which would facilitate their ability to <br /> receive grants <br /> • The city would remove a twenty -six year old non - conforming use from <br /> Skinner's Park <br /> • Liability to the city would be removed without making repairs in excess of <br /> the value of the structure <br /> CCI is asking the City Council to support their relocation by transferring <br /> ownership of these lots to CCI at no cost. This property transfer would be <br /> contingent on CCI agreeing to relocate their operation within five years. No <br /> construction would be allowed on the Thomason Lane site until CCI could show 80% <br /> of the funding needed for the relocation project had been raised. If after five <br /> years CCI had failed to relocate their operation title to the parcels would <br /> revert to the City. <br /> IV. SUGGESTED MOTION <br /> Adopt the attached proposed resolution. <br /> V. DISCUSSION <br /> A. Policy Issue <br /> The City Attorney's office was asked if the City Council can sell or give <br /> property to a non - profit at reduced rate or without cost. In brief, the attorney <br /> office stated that the Council could sell property at less than fair market <br /> value, so long as a public purpose can be identified which justifies the City <br /> giving away something of value. (See attached memo from City Attorney's office) <br /> 2 <br />
