ACTION REQUESTED <br /> Authorize staff to negotiate and execute an agreement with Child Care Inc. to <br /> transfer ownership of two city owned parcels of surplus parkland on Thomason Lane <br /> under the general conditions outlined in the briefing statement below. <br /> II. COUNCIL ACTION HISTORY <br /> The city granted temporary rent -free use of the then recently acquired <br /> residential structure at 169 N. Washington St. (within Skinner's Park) to CCI <br /> when the organization was first starting up in 1967. <br /> III. BRIEFING STATEMENT <br /> CCI is a community, non - profit 501(C)(3) preschool care center operating out of a <br /> city owned surplus residential structure in Skinner's Park at 169 N. Washington. <br /> The purpose of the school is to provide high quality care services at an <br /> affordable cost for all families, with an emphasis on low income families. CCI <br /> claims to be the only center open to all families in the Eugene /Springfield area <br /> which provides tuition based on a true sliding scale, with payment according to <br /> family size and income. <br /> CCI's use of this structure within Skinner's Park is not in conformance with <br /> Federal Park and Recreation requirements imposed due to federal funding having <br /> been used in the acquisition of the park. The old residential structure is aging <br /> and in need of approximately $120.000 in repairs and /or modifications to meet <br /> current regulations. <br /> The City has been supporting CCI for the last twenty -six years through giving <br /> them the 169 N Washington site rent free. Further support has been evident over <br /> 1 <br />
