As previously noted, adjacent development consists primarily of residential uses. <br /> The site is adjacent to the southwesterly boundary of the West Bank Park system <br /> along the Willamette River; i.e., Maurie Jacobs Memorial Park. This facility is <br /> recognized as an integral part of an overall park system along the Willamette River <br /> corridor extending through the urban lands areas associated with the City of <br /> Eugene. The park provides both passive and active public park facilities. Based on <br /> the above information and previous findings addressed in this report, the proposed <br /> development for a day care facility will be compatible with adjacent recreational <br /> lands. <br /> Conclusion <br /> Based on the above information and the material submitted, staff finds that the <br /> proposed new day care facility proposed on tax lots 700, 800, and 3100 is <br /> consistent with all the applicable criteria for a Conditional Use Permit and a <br /> Willamette Greenway Permit and therefore recommends to the Hearings Official <br /> that the request be approved, subject to the following conditions: <br /> 1. The applicant shall contact the Transportation Division at the Permit and <br /> Information Center addressing the following concerns: <br /> A. Future improvement of Fir Lane beginning approximately 100 feet <br /> east of River Road and extending east to the entry point into the <br /> parking lot serving Maurie Jacobs Memorial Park. <br /> B. Transportation Systems Development Charges (SDC) fees that will <br /> be applied to the proposed facility. <br /> C. A confirmation letter regarding the conversation between the <br /> applicant and the Transportation Division at the Permit and <br /> Information Center shall be presented to the Planning Division prior <br /> to staff preparation of the Conditional Use Permit Agreement. <br /> Requiring the letter will provide a method of acknowledging <br /> Transportation's concerns for additional widening for a portion of Fir <br /> Lane. <br /> The contact person for Condition 1, items A and B, is Keith Pearson, Transportation <br /> Division, Public Works Department, Permit and Information Center, 687 -5086. <br /> 2. The applicant shall contact the Eugene Fire Marshal addressing the <br /> location of a fire hydrant and installation as necessary.
