Preservation of scenic qualities and viewpoints as identified in the <br /> Metropolitan Plan Natural Assets and Constraints Working Paper. <br /> The Natural Assets and Constraints Working Paper Section II -G identifies eight <br /> scenic sites. Development of the area subject to this request does not prevent <br /> visual appreciation of these sites. The Willamette River is recognized as a valuable <br /> natural asset to the community. The acquisition and development of adjacent park <br /> property ensure scenic quality protection for the Willamette River and the adjacent <br /> corridor. Therefore, based on these findings, the proposal is in compliance with the <br /> above criterion. <br /> 6. Maintenance of Public Safety and Protection of Public and Private <br /> Property. <br /> It has been previously noted that public access to the adjacent parkland located <br /> along the Willamette River corridor is being provided and maintained at various <br /> locations in the general area. Park safety has improved with the development of <br /> the Maurie Jacobs Memorial Park and with the presence of Parks Service personnel <br /> during routine maintenance of the area. Park improvement has increased park <br /> usage and as a result, protection of public and private property has a higher <br /> visibility resulting in a trend for increased safety. Improvement of the <br /> developments site with the day care facility includes additional landscaping <br /> providing an additional degree of mitigation onto both adjacent public and private <br /> property. Based on the above information, the proposed development is in <br /> compliance with the above criterion. <br /> 7. Compatibility of aggregate extraction with the purposes of the <br /> Willamette River Greenway and when economically feasible, applicable <br /> sections of State law pertaining to Reclamation of Mining Lands (ORS <br /> Chapter 517) and Removal of Material; Filling (ORS Chapter 541) <br /> designed to minimize adverse effects to water quality, fish and wildlife, <br /> vegetation, bank stabilization, stream flow, visual quality, noise, and <br /> safety and to guarantee necessary reclamation. <br /> The subject request does not include aggregate extraction. Therefore, this criterion <br /> is not applicable. <br /> 8.
