parkland in the ownership of the City of Eugene and is improved and recognized as <br /> the Maurie Jacobs Memorial Park. <br /> The proposed development includes the child day -care building and other site <br /> improvements, including outdoor playground, outdoor play shelter, and paved <br /> service driveway entering from Thomason Lane. On -site vegetation is of marginal <br /> quality and primarily located along the perimeters of the development site. <br /> Between the proposed development and the Willamette River is existing developed <br /> landscaped area in public ownership. <br /> Although the operating characteristics of the proposal will utilize existing the City <br /> parking lot to the north, the applicant does not propose to alter or modify existing <br /> development in the City park except for the placement of an eight- foot -wide <br /> sidewalk as located on the site plan. Existing trees will not be removed. The intent <br /> is to use the existing parking as currently exists without site alteration. <br /> Based on the above information, the proposal is in compliance with the above <br /> criterion. <br /> Section 9.260(2)(c): To the greatest possible degree, necessary and <br /> adequate public access will be provided to and along the river by appropriate <br /> legal means. <br /> The development site consists of tax lots 700 and 800, which represent <br /> development that logically would have had primary access, i.e., driveway, from <br /> Thomason Lane. The parkland to the north known as Tax Lot 3100 consists of <br /> existing parking lot and open space having access and frontage to Fir Lane. This <br /> street provides primary access for automobile, pedestrian, and bicycle traffic to the <br /> Willamette River and existing pedestrian and bicycle access along the river. <br /> Adequate access to the river is also provided by a pedestrian /bicycle path from the <br /> cul -de -sac terminating Thomason Lane, Briarcliff Lane to the north, and North Polk <br /> Street located to the southeast. Therefore, based on the above information, <br /> additional or other access points are not necessary to provide adequate public <br /> access to and along the Willamette River. <br /> Section 9.260(c): The intensification, change of use, or development will <br /> conform with applicable Willamette Greenway policies as set forth in the <br /> Metropolitan Plan. <br /> The following policies and findings from the Willamette River Greenway, River <br /> Corridor, and Waterway Element of the Metro Plan are applicable to the subject <br /> request: <br /> STAFF REPORT -- Eugene Hearings Official March 25, 1996 II -9 <br />
