The recommendations for the River Road /Railroad Avenue Subarea do not include <br /> specific text pertinent to the low- density designation along Thomason Lane. <br /> Recommendation Item 4 relates to the completion of the Chambers Connector and <br /> the adoption of revised land use policies for the subarea. Based on additional <br /> analysis after completion of the Chambers Connector, revised recommendations of <br /> which there are nine, did not change the land use designation affecting the subject <br /> request. A copy of the revised land use designation and recommendations for the <br /> River Road /Railroad Avenue subarea are attached to this report. <br /> A policy contained in the Neighborhood Design Policies and Proposals section in the <br /> Whiteaker Plan is pertinent to the proposal: <br /> Policy 6: The City shall, when possible, preserve existing trees when <br /> developing additional park facilities in the Whiteaker community. <br /> Existing trees will not be removed by the extension of the proposed eight- foot -wide <br /> sidewalk from the existing parking area south to the area of the requested <br /> development. <br /> Proposed Action 8: Develop a parking lot at the east end of Fir Lane near <br /> the Willamette Greenway. <br /> The existing parking located in the park property, serving the Maurie Jacobs <br /> Memorial Park, will serve as primary access to the day care facility. However, <br /> subsequent changes to this parking facility is limited to the proposed sidewalk <br /> serving the proposed day care facility. <br /> Based on the above information and the Applicants Statement incorporated herein <br /> by reference, the proposal is consistent with the adopted neighborhood refinement <br /> plan. <br /> Section 9.702(d): The proposed development will be consistent with the <br /> Metropolitan Area General Plan 1) applicable land use references, 2) text <br /> related to the development, and 3) specific elements related to the <br /> development. <br /> The Metropolitan Area General Plan Diagram designates the area of this request as <br /> being appropriate for low- density residential uses. The Plan Diagram on Page II -E- <br /> 17 designates low- density residential east of the commercial land use designation <br /> associated with the intersection of River Road and the Northwest Expressway. The <br /> exact parameters of this designation are delineated in the revised River <br /> Road /Railroad Avenue subarea map attached to this report. <br /> STAFF REPORT -- Eugene Hearings Official March 25, 1996 11 -7 <br />
