Referral information from the Transportation Division of the Public Works <br /> Department has addressed two items regarding the proposal. Additional traffic to <br /> Fir Lane may be added by the day care facility, which may necessitate <br /> improvements to Fir Lane adequate for two -way traffic. The first 100 feet of Fir <br /> Lane east of River Road is improved to City paving standards. The balance, or <br /> approximately 200 feet, consists of an asphalt mat approximately 17 feet wide. Fir <br /> Lane from River Road east to the park entrance is approximately one block long. It <br /> is the only access for residents along Lombard Lane, Briarcliff Lane, and to the 77- <br /> space parking facility for the Maurie Jacobs Memorial Park. However, the parking <br /> area was approved as part of the conditional use for the park in 1989 (CU 89 -19) <br /> using the existing Fir Lane access. The proposed day care facility will not be <br /> expanding the existing park parking area accessing Fir Lane. <br /> The applicant shall contact the Transportation Division at the Permit and <br /> Information Center regarding future improvement of Fir Lane. Second, the applicant <br /> shall address fees for systems development charges (SDC) with the Transportation <br /> Division. Requiring the applicant to contact the Transportation Division ensures a <br /> mechanism for addressing the two items presented by the Transportation Division. <br /> Prior to staff preparation of the Conditional Use Permit Agreement, the applicant <br /> shall provide written documentation to the Planning Department of their discussion <br /> with the Transportation Division regarding these two items. A copy of this <br /> correspondence shall be presented to the contact person in the Transportation <br /> Division at the Permit and Information Center. <br /> Based on the above information and the Applicants Statement incorporated into this <br /> report by reference, the proposal is in compliance with the above criterion. <br /> Section 9.702(c): The proposed development will be consistent with <br /> applicable adopted neighborhood refinement plans, special area studies, and <br /> functional plans. <br /> Tax Tots 700 and 800 are located within the boundaries of the River Road /Santa <br /> Clara Urban Facilities Plan adopted by the City Council in May 1987. The Plan's <br /> River Road /Railroad Avenue Subarea 2:5 Land Use Diagram on page Z -24 delineates <br /> a planned boundary to the south and east of the subject request as Low - Density <br /> Residential. However, the parkland to the north which is an integral part of the <br /> development by virtue of the parking area is designated park and open space in the <br /> Whiteaker Refinement Plan, page 29. As previously mentioned, the day care <br /> facility will utilize the existing parking area as the primary access. Except for an <br /> eight- foot -wide sidewalk from the existing area to the north boundary of the day <br /> care site, no additional changes on the parkland will occur as a result of the <br /> proposal. <br /> STAFF REPORT -- Eugene Hearings Official Marc'h 25, .1996 11 -6 <br />
