As noted by the Applicants Statement, the facility will primarily be used during <br /> daytime hours Monday through Friday with intermittent activities at other times. It <br /> has been noted that the development site has frontage along the north side of <br /> Thomason Lane. However, except for service deliveries, patrons and staff will <br /> utilize the existing parking lot located to the north in the Maurie Jacobs Memorial <br /> Park area. Access to the parking facility is via Fir Lane to River Road, a distance of <br /> approximately 400 feet. (See Site Plan.) The service driveway to Thomason Lane <br /> will most likely be gated. The primary car access from Fir Lane minimizes access <br /> locations. These factors provide a higher degree of security to and from the <br /> facility. A paved pedestrian and bike path system through the park provides an <br /> alternate route to the facility. The Fir Lane access results in less distance of public <br /> street use adjacent to residential uses and allows better vision and access onto <br /> River Road compared to the Thomason Lane /River Road intersection and its closer <br /> proximity to the Chambers Overpass. <br /> Referral information from Lane Transit District (LTD) addresses regular bus service <br /> along River Road to the west with an outbound bus stop slightly north of Fir Lane <br /> and an inbound stop at Holeman Street. Both are less than one - fourth mile from <br /> the proposed facility. A lack of public sidewalks and lighting occurs on both Fir <br /> Lane and Thomason Lane. <br /> The existing parking area on Tax Lot 3100, consisting of 77 spaces, allows patrons <br /> of the child care facility to utilize an area not affected by through- traffic <br /> movements. Teaching staff for the facility will utilize the existing parking area in <br /> the park to the north. Hours of operation will be in a time span not normally <br /> associated with park users on weekends and evenings. Therefore, no substantial <br /> reduction of the parking lot facilities serving the Maurie Jacobs Memorial Park is <br /> expected. <br /> Based on the above information, the proposed operating characteristics in bulk and <br /> scale of the facility will be reasonably compatible and have minimum impact on the <br /> livability and development of the abutting properties in the surrounding <br /> neighborhood. <br /> Section 9.702(b): The location, design, and related features of the proposed <br /> development will provide a convenient and functional living, working, <br /> shopping, or civic environment, and will be as attractive as the nature of the <br /> use and its location and setting warrant. <br /> The site design for the proposed child care facility, including the building and <br /> related features, i.e., including outdoor activity areas and primary access oriented <br /> north toward the existing parking area, allows a convenient and functional location. <br /> Teacher staff and the dropping off and picking up of children by way of automobile <br /> STAFF REPORT -- Eugene Hearings Official March 25, 1996 II -4 <br />
