public hearing, simultaneous referrals were presented to various departments, <br /> agencies, and neighborhood associations for review and comment on February 21, <br /> 1996. Except for the neighborhood association referral, information was asked to <br /> be returned on or before March 12, 1996. The neighborhood association was <br /> asked respond on or before March 22, 1996. On March 12, notice of the request <br /> was mailed to owners and occupants within 300 feet of the proposal. Also on this <br /> date, public notice was posted in five locations within the immediate vicinity of the <br /> proposed development site. The mailed notice and the posted notice reference the <br /> public hearing date for consideration of both the Conditional Use Permit and the <br /> Willamette Greenway Evaluation. <br /> Evaluation: Conditional Use Permit <br /> Based on the information currently available and the criteria contained in Section <br /> 9.702 of the Eugene Code for evaluation of a conditional use request, staff makes <br /> the following preliminary evaluation: <br /> Section 9.702(a) The location, size, design, and operating characteristics of <br /> the proposed development will be made reasonably compatible with and have <br /> minimal impact on the livability or appropriate development of abutting <br /> properties and the surrounding neighborhood, with consideration given to <br /> harmony, scale, bulk, coverage, and density; to availability of public facilities <br /> and utilities; to traffic generation and the capacity of surrounding streets and <br /> alleys; and to other relative impacts of the development. <br /> The proposal involves the construction of a new building comprised of <br /> approximately 5,500 square feet as illustrated by the site plan and elevations <br /> submitted with the application and limited use of the existing parking located to the <br /> north on Tax Lot 3100. The structure to be located on tax lots 700 and 800 will <br /> have a bulk and scale reasonably comparable to the existing single - family dwellings <br /> on smaller Tots in the general area. The structure will not exceed a maximum height <br /> of 25 feet as defined by the Eugene Code, is in compliance with the front and <br /> interior yard setbacks of ten feet and five feet, respectively. The building does not <br /> exceed the lot coverage of 50 percent as defined by the Eugene Code. Accessory <br /> uses, including the sheltered play area, are also in compliance with lot coverage and <br /> setbacks for accessory uses permitted in the RA zoning district. Also, the location <br /> of the proposed building with a setback from Thomason Lane of approximately 70 <br /> feet will reduce the visual aspects of the site development for residents along <br /> Thomason Lane.
