Request and Background Information <br /> The applicant is requesting a Conditional Use Permit to allow a day care facility in <br /> an RA Suburban Residential Zoning District and PL Public Land zoning district. This <br /> request was previously presented to the Eugene Hearings Official on December 20, <br /> 1995, and subsequently denied based on a request for an off -site parking variance <br /> (CU 95 -8). The current request clearly defines the existing parking facility on Tax <br /> Lot 3100 associated with the Maurie Jacobs Memorial Park as a part of the <br /> development site currently being proposed (CU 96 -1). Previously, Tax Lot 3100, or <br /> that area proposed for necessary parking, was not delineated by reference as a <br /> portion of the development site. Therefore, it was necessary to present findings for <br /> an off -site parking variance in the previous application. Expected enrollment is <br /> expected to be approximately 48 children. The proposed facility will have a floor <br /> area of approximately 5,500 square feet located on tax lots 700 and 800. These <br /> two Tots have approximately 27,500 square feet and are currently vacant and <br /> zoned RA. This portion of the project has frontage along the north side of <br /> Thomason Lane and is adjacent to the existing 77 -space parking area (Tax Lot <br /> 3100) for the Maurie Jacobs Memorial Park located to the north and east. The park <br /> property is in City of Eugene ownership and is administered by the Parks Services <br /> of the Public Works Department. Primary access and orientation of the proposed <br /> day care facility is north of the parking area having access to Fir Lane. Facility <br /> staff, parents, and children will enter from this location. The City has entered into <br /> a contract allowing the day care facility to use a minimum of nine parking spaces in <br /> this parking area. The Applicants Statement attached to this report provides <br /> additional background information for this request. <br /> The project site and other properties in the general area are located within the <br /> Willamette Greenway boundary, which in this area extends from the Willamette <br /> River west to River Road. The Vicinity Map attached to this report depicts the site - <br /> specific location of the boundary in the immediate area of the subject request. <br /> Zoning in the area is primarily low- density residential, consisting of RA zoning. <br /> However, located to the west is an area outside the city limits zoned RA /UL <br /> Suburban Residential District with Urbanizable Lands Subdistrict. The parkland <br /> located to the north and northeast of the development site is zoned PL Public Land <br /> and known as the Maurie Jacobs Memorial Park. This park area includes tax lots <br /> 3100 and 3302 noted on the attached map. The development in the RA zoning <br /> district both inside and outside the city limits is characterized by single - family <br /> dwellings. <br /> The request was submitted to the Permit and Information Center on February 16, <br /> 1996.
