5. Preservation of scenic qualities and viewpoints as <br /> identified in the Metropolitan Plan Natural Assets and <br /> Constraints Working Paper. <br /> The Natural Assets and Constraints Working Paper recognizes the <br /> Willamette River as a valuable natural asset to the community. The <br /> development of this property does not change the scenic qualities <br /> of the Willamette River due to the fact that the development is <br /> setback approximately 600 feet from the river. <br /> 6. Maintenance of Public Safety and Protection of Public and <br /> Private Property. <br /> Public safety in this area may ,only be increased by additional <br /> activity in this area of the river and park. The use will not <br /> affect the safety of private property. <br /> 7. Compatibility of aggregate extraction with the purposes <br /> of the Willamette River Greenway and when economically <br /> feasible, applicable sections of State law pertaining to <br /> Reclamation of Mining Lands (ORS Chapter 517) and Removal <br /> of Material; Filling (ORS Chapter 541) designed to <br /> minimize adverse effects to water quality, fish and <br /> wildlife, vegetation, bank stabilization, stream flow, <br /> visual quality, noise, and safety and to guarantee <br /> necessary reclamation. <br /> This request does not include aggregate extraction, therefore, this <br /> criterion is not applicable. <br /> 8. Protection from incompatible uses of recreational lands <br /> currently devoted to metropolitan recreational needs, <br /> used for parks or open space and owned and controlled by <br /> a general purpose government and regulation of such lands <br /> so that their use will not interfere with adjacent uses. <br /> This use does not involve the use of recreational lands with the <br /> exception that the park parking lot will be used.
