the use management considerations and requirements under <br /> Statewide Goal 15 as measured by the standards below: <br /> Since the neighborhood plan does not address other use management <br /> considerations consistent with Statewide Goal 15, the development <br /> must be evaluated utilizing the considerations set forth in Goal <br /> 15. <br /> 1. Preservation and maintenance of any designated <br /> agricultural as provided in Statewide Goal 3. (The <br /> inventory conducted in 1976 to establish the boundary of <br /> the Willamette River Greenway indicated that "there is no <br /> land with the Eugene City limits which falls within the <br /> definition of agricultural lands ... all land within the <br /> City is committed to urban use. "). <br /> By the terms of this standard, it is inapplicable to the subject <br /> request. <br /> 2. Establishment of adequate setback lines to keep <br /> structures separated from the River to protect, maintain, <br /> preserve, and enhance the natural, scenic, historic, and <br /> recreational qualities of the Greenway. Setback lines <br /> need not apply to water related or water dependent <br /> activities as defined in the Statewide Planning Goals and <br /> Guidelines (OAR 660 -15 -000 et seq.). <br /> This standard calls upon jurisdictions to adopt adequate setback <br /> lines. It is not applicable to this request. To the extent it is <br /> relevant the proposed, development is a substantial distance beyond <br /> the adopted setback line. <br /> 3. Protection of significant fish and wildlife habitats as <br /> identified in the Metropolitan Plan Natural Assets and <br /> Constraints Working Paper. Sites subsequently determined <br /> by the Oregon Department of Fish and Wildlife shall also <br /> be protected. <br /> The area of this request is not identified in the Natural Assets <br /> and Constraints Working Paper as being a significant wildlife area, <br /> fish area, bird flyway, or a known endangered, threatened, or rare <br /> plant or wildlife area. This finding corresponds to the <br /> Metropolitan Natural Resource Special Area Study. <br /> 4.
