(WG 96 -2) Tax Lots 700 and 800 -- Assessor's Map 17- 04 -25 -13 Tax Lot 3100 -- Assessor's Map 17- 04 -25 -12 Located north of Thomason Lane and east of River Road, with access from Fir Lane. Request is to allow development of a day care facility on property located in the Willamette Greenway. The site is zoned RA Suburban Residential and PL Public Land zoning district. Applicant: City of Eugene Parks Service of the Public Works Department and Child Care, Inc. The following findings of fact and conclusions of law are based upon testimony presented at the public hearing of April 3, 1996 and materials and documents submitted and made part of the planning department file through the close of the record. DECISION DATE: April 15, 1996 APPEAL DEADLINE: April 25, 1996 CONCLUSION: A Willamette Greenway permit is granted to allow location of a day care facility within the Willamette Greenway. DISCUSSION AND FINDINGS A. Findings of Fact This development site which includes Tax Lots 700 and 800 upon which the facility itself will be located and Tax Lot 3100 where there is an existing parking lot for Maurie Jacobs Memorial Park, is located within the Willamette Greenway. The Greenway in this area extends west to River Road encompassing the park land and residential development along Thomason Lane, Fir Lane, Lombard Lane, and Briarcliff Lane. The west bank of the Willamette River is located approximately 600 feet to the east and northeast from the northerly boundary of the subject development site. Maurie Jacobs Memorial Park is between the use and the river and in this area is landscaped as part of the park.
