The proposed FY05 stormwater budget <br /> balances revenues and expenditures and maintains a two -month operating reserve. <br /> Approximately $2 million in reductions have been made to the current stormwater program. The <br /> reductions have been made to both the operating and capital elements of the program. <br /> Using the assumptions in the Six -Year Financial Forecast, annual fee increases of 3 percent <br /> would be necessary to maintain the reduced service levels in the stormwater program proposed in <br /> the FY05 budget.
