--EUGENE Public Works
Engineering
City of Eugene
858 Pearl Street
MEMORANDUM Eugene, Oregon 97401
(541) 682 -5291
(541) 682 -5032 FAX
www.ci.eugene.or.us
Date: May 12, 2004
To: Eugene Budget Committee
From: Mark Schoening, 682 -5243
City Engineer, Public Works Engineering
Subject: Options for an Increase in Stormwater Fees
This memo responds to Councilor David Kelly's request for options to phase in stormwater fee
increases to fully fund the current stormwater program. The proposed FY05 stormwater budget
balances revenues and expenditures and maintains a two -month operating reserve.
Approximately $2 million in reductions have been made to the current stormwater program. The
reductions have been made to both the operating and capital elements of the program.
Using the assumptions in the Six -Year Financial Forecast, annual fee increases of 3 percent
would be necessary to maintain the reduced service levels in the stormwater program proposed in
the FY05 budget. With no fee increase in FY05 and annual fee increases of 3 percent for the
following five years, the monthly stormwater fee for a single family home would increase from
$7.08 to $8.21 over the six year horizon of the financial forecast.
Two options for restoring funding to the current stormwater program and the impacts to typical
single family home are summarized in the following table:
Option 1
Percent Increase Monthly Fee for Typical Incremental Increase
Single Family Home in Annual Revenue
FY05 16 $8.21 $1,300,000
FY06 8 $8.87 $800,000
Option 2
Percent Increase Monthly Fee for Typical Incremental Increase
Single Family Home in Annual Revenue
FY05 8 $7.65 $650,000
FY06 8 $8.26 $680,000
FY07 8 $8.92 $703,000
