If a significant investment is made, services can
be expanded and revenues likewise will increase. This would be an important service to the
growing Bethel area.
Ballfields are in demand. As schools close and Cal Young and Madison
schools
are built soon, play fields are lost. Fields on school grounds need
resurfacing, drainage,
and irrigation ($150 -200k per). There are several undeveloped sites as
well. 4J would
like to partner.
Arguments for Neighborhood /Community parks.
Several parks planning processes have been completed. Nice for
citizens to see
progress made on their implementation (before the plans become stale).
There are
a number of playgrounds and park landscaping that need updating. Disc
golf
and skateboarding are popular with youth. SDCs are not sufficient to do all we need for
neighborhood parks in developing areas.
Arguments for RidgeLine Trail
A long -time dream that we continue to pursue. Access is needed for new additions.
There is opportunity for including some oak savannah nodes
along
the way.
Arguments for Natural Areas
The West Eugene Wetland project is not complete. The WET priority
acquisitions has about
5 urban and 9 rural areas still to be purchased. There are matching
funds and grants out there
to purchase natural areas (the local bond can be leveraged to match
these funds). The city has
developed partnerships with 4J, TNC, BLM, MRT and others to help match
and leverage.
There is a study of Amazon drainage for possible restoration match with
Army Corps.
There are owners who are willing to negotiate sales at fair appraised
values. There are
opportunities to capitalize on good relationships already established.
2
