If a significant investment is made, services can <br /> be expanded and revenues likewise would increase. This would be an important service to <br /> the growing Bethel area. Multi -use ballfields are in demand. As schools close and Cal <br /> Young and Madison schools are built, play fields are lost. Some fields on school grounds <br /> need resurfacing, drainage, and irrigation ( -.$150 per site). There are several undeveloped <br /> sites as well. 4J would like to partner. Recreation development addresses youth issues in <br /> city. <br /> Arguments for Neighborhood/Community parks. <br /> Several parks planning processes have been completed. Nice for citizens to see <br /> progress made on their implementation (before the plans become stale). There are <br /> a number of playgrounds and park landscaping that need updating. Disc golf courses are <br /> popular with youth. We can acquire neighborhood park sites in developing areas, with <br /> SDCs paying for their development. <br /> Arguments for RidgeLine Trail <br /> A long -time dream that we continue to pursue. Access is needed for recent and new <br /> additions. There is opportunity for including some upland, oak savannah nodes along the <br /> way. There are certain key links that are needed in both east and west segments. Overall <br /> estimate is still $15 million to complete, so this continues progress. Upper Amazon <br /> acquisition adds to Ridgeline Trail System and provides natural area protection, as well. <br /> All land acquisition is from willing sellers. We target a goal area and see if can negotiate a <br /> purchase. <br /> Arguments for Natural Areas <br /> Citizen input has shown Eugene to be quite unique in support for natural areas as <br /> important aspects of our park system. There are matching funds and grants out there to <br /> purchase natural areas (the local bond can be leveraged to match these funds). The city <br /> has developed partnerships with 4J, TNC, BLM, MRT and others to help match and <br /> leverage. There is a study of Amazon drainage for possible restoration match with Army <br /> Corps. There are owners who are willing to negotiate sales at fair appraised values. There <br /> are opportunities to capitalize on good relationships already established. Many of the <br /> greatest opportunities for natural area purchase or easements exist on the fringe of the <br /> UGB - they would not reduce the buildable land supply; they are more economical with <br /> less operation costs. <br />
