DRAFT - 10 -26 -04 <br /> City of Eugene <br /> Art Acquisition (Donation) & Deaccessioning Policy <br /> The City of Eugene has established it's commitment to the Visual Arts through the Percent for <br /> Art Ordinance of 1981. The City continues to receive unsolicited proposals for the donation and <br /> purchase of public art to add to the City's Collection. The following policy for Accessioning <br /> (Donation) and Deaccessioning Art is a second component of a City of Eugene Arts Master Plan, <br /> which will establish a collection of the highest quality and the hope of acquiring art of historical <br /> significance. <br /> Works of art, for this purpose, are defined as all forms of original creations of visual art, including <br /> and not limited to: <br /> •Painting: all media, including both portable and permanently -affixed or integrated <br /> work such as murals. <br /> •Sculpture: in the round, bas - relief, high- relief, mobile, fountain, kinetic, electronic, <br /> etc., in any material or combination of materials. <br /> •Prints, clay, drawings, stained glass, mosaics, photography, fiber and textiles, <br /> wood, metal, plastics, and other materials or combination of materials, calligraphy, <br /> and mixed media, including collage. <br /> Accessions Procedure <br /> The term "accessions" includes gifts, purchase, bequest, exchanges and any other formal process <br /> or transaction by which legal title to a collection item is transferred to the City of Eugene. The <br /> City subscribes to a policy of selective acquisition. Because of limitations of staff, physical space, <br /> and finances it is neither feasible nor ethical for the City to collect indiscriminately. The City's <br /> policies and procedures are intended to build on and work with the existing Percent for Art <br /> Ordinance adopted in 1981 and the original Percent for Art Ordinance of the State of Oregon and <br /> are in keeping with The Visual Artist's Rights Act of 1990. They are guided by and based on the <br /> Jordan Schnitzer Museum of Art and the Oregon Administrative Rules (chapter 571, division <br /> 51.), and modeled after the work of Cities with major collections (i.e. Chicago, Seattle, etc); <br /> along with the Regional Arts & Culture Council, and the American Museum Association. <br /> The Public Art Donations and Deaccessioning Advisory Committee. <br /> The Public Art Donations and Deaccessioning Advisory Committee (PADDAC) is the standing <br /> committee of the Public Art Program of the City of Eugene and works on behalf of the City <br /> Manager regarding the Visual Arts and the City's Art Collection. It is composed of 7 voting <br /> members, appointed for three -year staggered terms by the City Manager. Members include 3 <br /> permanent ex- officio members, 3 acknowledged arts professionals who are artists, architects, <br /> landscape architects, or individuals with considerable experience in the Visual Arts, and 1 ad hoc <br /> member. <br />
