R , .. 4 4. <br /> o . <br /> .p• MEMORANDUM <br /> Eugene Public Library <br /> wv w. ci. eugene.or.us/Iibrary <br /> Downtown <br /> 100 West 10 Avenue Date: November 10, 2004 <br /> Eugene, Oregon 97401 <br /> (541) 682 -5450 To: Angel Jones, Executive Director <br /> (541) 682 -5898 FAX LRCS <br /> Bethel Branch Library <br /> 1990 Echo Hollow Road From: Connie Bennett, Chair <br /> (541) 682 -5776 <br /> (541) 682 -5770 FAX Art in the Library Committee <br /> Sheldon Branch Library Subject: Art Committee Recommendations <br /> 1566 Coburg Road <br /> (541) 682-5778 <br /> (541) 5781 FAX <br /> In working through its initial assignment to design criteria for art gifts to the <br /> Library, it quickly became apparent to members of the Art in the Library <br /> Committee that our discussions and decisions would best be made in the context <br /> of a City of Eugene art policy. <br /> In Tight of this realization and at your direction, the Committee broadened its <br /> membership to include representatives of the Facilities Division (currently <br /> managing our 1% for art program), the Parks & Open Space Division (location of <br /> most outdoor City art), and the Cultural Services Division (location of a significant <br /> portion of City art and manager of Jacobs Gallery), and began to work towards a <br /> proposed policy and recommendations for you to take to the City's Executive <br /> Management Team. <br /> The Committee makes the following recommendations regarding a City of Eugene <br /> Visual Arts Program and Policy: <br /> ✓ That the City should establish, in addition to the existing 1% for art <br /> program, a method and criteria to acquire visual art for its permanent <br /> collection (see attached recommended Policy). <br /> ✓ That the City should establish a Public Art Advisory Committee to manage <br /> acquisitions other than through the 1% for arts program (i.e. through <br /> donations, commissioned gifts, or purchased by public funds not part of <br /> the 1% arts) and that this Committee should be associated with and <br /> supported by the Department that manages the 1% for arts program (see <br /> attached recommended Policy). <br /> ✓ That the Public Art Advisory Committee also to manage deaccessioning <br /> for major works (see attached recommended Policy). <br /> ✓ That the City undertake development of a Master Arts Plan which, as one <br /> element, should address the policy decision as to the artistic quality of the <br /> City's permanent arts collection. Options include a single, highest quality <br /> arts collection, a broader quality range single arts collection, or two <br /> collections, one of which is a secondary level, "community arts" <br /> EUGENE collection. <br /> City of Eugene <br /> Library, Recreation <br /> and Cultural Services <br />
