EUGENE Public Works <br /> Maintenance <br /> 1820 Roosevelt Boulevard <br /> Eugene, Oregon 97402 <br /> (503) 687 -5220 <br /> April 13, 1992 <br /> To: Chris Andersen, Public Works Director <br /> Mike Gleason, City Manager <br /> From: Bob Hammitt, Maintenance Director 6 b <br /> Subject: Public Works /Parks Merger - Reduction /Savings through Consolidation <br /> INTRODUCTION <br /> Over the past few weeks a transition team from the Parks Services and Public <br /> Works Maintenance Divisions has been working to identify ways this merger can <br /> result in increased efficiencies and operational savings. This transition <br /> team included Doug Post, Dick Morgan, Gene Shutt, Johnny Medlin, and myself. <br /> A combination of three different strategies was used to determine possible <br /> ways to reduce the reorganized Maintenance Division's General Fund obligation. <br /> These are: <br /> 1. Transition appropriate services to non - General Fund revenue <br /> sources. <br /> 2. Determine increased operational efficiency gained through merging <br /> similar service delivery systems. <br /> 3. Reduce the level of services provided where appropriate. <br /> While a detailed description of the proposal is given later in this document, <br /> there are two large moves of personnel proposed. Parks Maintenance and Parks <br /> Planning personnel previously lodged at the Lincoln and Cheshire facilities <br /> would be relocated to the Roosevelt Facility. This allows the closure of <br /> Lincoln and opens the possibility for its sale. Facilities personnel prev- <br /> iously at Roosevelt, City Hall, the Public Works Building, and Cheshire f- <br /> acilities would be housed at the Cheshire facility. <br /> ASFCME AND EMPLOYEE INVOLVEMENT <br /> ASFCME has been an active player in responding to an early draft of this <br /> package. Meetings have been held with management personnel presenting the <br /> proposed organizational structure and describing the areas in which savings or <br /> reductions are proposed to occur. Copies of the presented information was <br /> distributed to the affected staff and ASFCME representatives. ASFCME in turn <br /> has given input for our review. This input was taken into consideration in <br /> the preparation of this document. <br />
