To facilitate this transition the funding structure for these two positions is <br /> proposed to change from being fully professional services funded to being <br /> funded 50/50 from the professional service fund and the facilities fund. In <br /> addition, these positions will be reclassed from Parks Specialists to Building <br /> Maintenance Workers. These changes will allow for flexibility of Building <br /> Maintenance Workers for capital or non - capital projects as the priorities are <br /> establish. <br /> STAFFING <br /> All new positions and positions with changed job duties will be reviewed with <br /> HRRS for appropriate classification and pay range. <br /> Facilities Projects and Program Management Section <br /> Principal Project Manager This is an existing position filled by Vic Martin <br /> who is the Section Manager for the Facilities Projects and Program Management <br /> Section. The Facilities Projects and Program Management Section is one of six <br /> sections within the Engineering Division. This position currently supervises <br /> the Project Managers, the Real Property Officer, and the Facilities Projects <br /> and Program Management Section's two carpenters. The Facilities Planner <br /> requested in this proposal will also be supervised by this position. Duties <br /> of this position will include policy development and administrative act- <br /> ivities for the Facilities Projects and Program Management Section, providing <br /> the Engineering Division's staff support to the Facilities Board, coordination <br /> of the Facilities Projects and Program Management Sections activities with <br /> those of the new Facilities Maintenance Section, providing continual manage- <br /> ment for all Facilities related CIP and other major city building projects, <br /> coordination with the various city divisions and department requesting <br /> improvement projects, and responsibility for the selection and management of <br /> Architects and Engineers for city projects. <br /> Project Manager (3) - These are existing positions (the third just recently <br /> filled). These positions are responsible for project management of Capital <br /> Improvement Projects and various other construction /improvement programs that <br /> the city institutes. These positions undertake a variety of construction <br /> projects requiring strong architectural and administrative backgrounds with <br /> extensive knowledge of the construction industry and its techniques in order <br /> to manage multiple diverse projects. <br /> Facilities Planner - This is a new position which would serve to introduce the <br /> city to Facility Management as a function of the organization. This position <br /> would deal with space planning, planning inventories and asset management; <br /> would define through research and study short to long range facilities manage- <br /> ment goals in areas such as energy and utility management programs that the <br /> city as an organization should provide in order to best protect, maintain, and <br /> expand its building facilities. <br /> Page 7 <br /> Facilities Proposal <br /> 09/06/89 jrm <br />
