Management Section and the Facilities Maintenance Section is: <br /> Facilities Projects and Program Management Section will provide; <br /> consulting, planning design, and construction management for <br /> facilities and related projects requiring the services of Arch- <br /> itects, Engineers and other professionals; real property manage- <br /> ment for both owned and leased properties; right -of -way acquisi- <br /> tion; and facilities planning and professional studies regarding <br /> current and future facilities issues. <br /> Facilities Maintenance Section will provide general and pre- <br /> ventive maintenance services upon existing city facilities. These <br /> will be those non - custodial activities which are too small in <br /> scale and /or not requiring special expertise to qualify for a <br /> Capital Project. <br /> Facilities Projects and Program Management Section This initial proposal <br /> provides several opportunities for improvement and expansion of services <br /> provided by the current Facilities Projects and Program Management Section. <br /> 1. Currently the Principal Project Manager is totally funded through the <br /> professional services fund. This position also services as the section <br /> manager. This situation does not allow any administration or initial <br /> project consulting to be provided to user departments without a subse- <br /> quent billing for that time to a current project. <br /> The proposal changes this by placing the funding for the Principal <br /> Project Manager into the facilities fund. This allows general super- <br /> vision and initial consulting performed for the user departments to be <br /> performed without direct charge to that user department. <br /> 2. Currently no resources for performing facilities management activities <br /> exist outside the CIP process. With the high rate of office space <br /> turnover within the City of Eugene, past moves have indicated a consid- <br /> erable amount of money and confusion could be saved through the use of <br /> space and facilities management. <br /> The proposal adds the position of Facilities Planner to the Facilities <br /> Projects and Program Management Section. The position will help fulfill <br /> the City's needs for planned staff movement and justification of <br /> additional city facilities. In addition this position will have the <br /> capability to perform studies upon current facilities issues such as <br /> energy management, facilities standards, hazardous materials planning <br /> and abatement, and facilities management techniques.
