Special District White Paper — Draft for Internal Review <br /> Law Enforcement Services, Planning Services, and Public Parking Services <br /> A county service district (CSD) is a multiple - purpose district and is allowed by its principal Act to <br /> provide law enforcement, planning and public parking services, in addition to park and <br /> recreation, library, emergency communications, fire, road and emergency medical services <br /> discussed above. <br /> These services can be implemented by: <br /> • Expand the purposes of the Metropolitan Wastewater Service District to allow the provision <br /> of one or more of these services: territory need not be contiguous; would be under Boundary <br /> Commission jurisdiction; an election would be required; subject to double majority <br /> requirements since permanent maximum tax rate would be proposed. <br /> Port District Services <br /> The Port of Siuslaw is the only existing port district in Lane County, covering the area of the <br /> Siuslaw watershed in the western part of the county. Port districts are not under the jurisdiction of the Boundary Commission. The <br /> double majority requirement applies if a permanent property tax rate limit is proposed in <br /> formation of a new port district. Annexation does not come under the double majority rules <br /> though. <br /> The primary purpose of a port district is to promoting and facilitating shipping and other <br /> economic activity, but a wide range of activities are permitted within that broad purpose. This <br /> aspect allows port districts to perform as multiple - purpose districts. A port district may be <br /> particularly valuable as a means to fund the municipal airport, own and operate the Eugene <br /> railroad terminal, support the Pr :vate Industry Council, implement infrastructure and economic <br /> development projects, encourage tourism, and develop fish restoration programs, among many <br /> other possible activities. Port districts have authority to generate revenue from a range of <br /> sources as well as through GO and revenue bond issuance. <br /> Boundary Considerations <br /> Whatever type district is under consideration, a boundary decision must be made. The boundary <br /> of a new or changed district must be mapped and legally described. The boundaries of a district <br /> are determined by where service is to be provided.
