District territory need not be <br /> contiguous, and both formation and annexation alternatives would be under Boundary <br /> Commission jurisdiction. <br /> Special district fire protection services within Eugene could be provided by: <br /> • Forming a new single- purpose rural fire protection district: an election on formation and tax <br /> rate would be required; subject to double majority requirements since permanent maximum <br /> tax rate would be proposed. <br /> • Annexing to an existing rural fire protection district: an election on annexation would not be <br /> required unless tax zones are proposed or an opposition petition were submitted; vote would <br /> not be subject to double majority requirements. <br /> • Expand the purposes of the Metropolitan Wastewater Service District to allow the provision <br /> of fire protection services: an election on establishment of maximum tax rate would be <br /> required; subject to double majority requirements since permanent maximum tax rate would <br /> be proposed. <br /> As in the previous examples, city equipment and facilities could be retained by the city and <br /> operated under intergovernmental agreement or contract with the district.
