Special District White Paper — Draft for Internal Review
Library Services
A library district or a county service district may provide library services. Both the cities of
Eugene and Springfield now provide library service, funded by their respective general funds.
Two special districts, the Fern Ridge Library District and the Siuslaw Library District, currently
serve separate territories outside the metropolitan area. Library district territory need not be
contiguous. Any proposal would be under Boundary Commission jurisdiction.
Special district library services within Eugene could be provided by:
• Forming a new single- purpose library district: an election on formation and permanent
maximum tax rate would be required subject to double majority requirements since
permanent maximum tax rate would be proposed.
• Annexing to Fern Ridge or Siuslaw library districts: no election would be required except
upon submission of opposition petition, and it would not be subject to double majority
requirements.
• Expand the purposes of the Metropolitan Wastewater Service District to allow the provision
of library services: an election on permanent maximum tax rate would be required, subject to
double majority re irem becausepermanent maximum be proposed.
,
 i t , 1
Ownership and opera ion[of\Eugene City libraryjassef¢ will be a very important concern due to
the more than $37 mil ioni inuestment'beingimade by City of Eugene taxpayers and citizen
contributors in the ne Ci y I brary. Eugene has significant expenditures from the general fund for park and recreation
activities. Springfield does not provide park and recreation services Two park and recreation
districts now exist in the Eugene - Springfield metropolitan area: River Road and Willamalene.
Park and recreation district territory need not be contiguous. Any proposal would be under
Boundary Commission jurisdiction.
Special district park and recreation services within Eugene could be provided by:
• Forming a new single- purpose park and recreation district: an election on formation and tax
rate would be required subject to double majority requirements since permanent maximum
tax rate would be proposed.
• Annexing to River Road or Willamalane park and recreation districts: no election would be
required except upon submission of opposition petition; not subject to double majority
requirements.
• Expand the purposes of the Metropolitan Wastewater Service District to allow the provision
of park and recreation services: an election on tax rate would be required subject to double
majority requirements because permanent maximum tax rate would be proposed.
Ownership and operation of existing park, aquatic and other assets must be carefully
considered. The City of Eugene is now making extensive purchases of additional parkland and
open space, funded by a recent bond measure so citizen interest in successful operation of
these parklands will likely be high. City parkland and other facilities could be retained in City
Draft #5 Page 24 10/24/01
