schedule, or if the employee cannot wait to make an emergency personal
call until they have access to a regular telephone.
• City employees should avoid using a cellular phone while operating City
vehicles or equipment on public roads, or when driving a personal vehicle
while conducting City business. This applies to all City employees except
personnel operating emergency equipment who must use a cell phone in
the performance of their job duties.
• Employees are not allowed to make personal long distance telephone calls
from City telephones unless they use a personal calling card. If it is an
emergency and the employee does not have a personal calling card, s /he
may make a long distance call and reimburse the City as soon as possible
afterwards. Employees should notify their supervisor if they have made an
emergency call.
City Vehicle Use Policy Statements:
• City vehicles shall be used for City business related purposes only. Family
members may not be transported in City vehicles unless pursuant to a City -
sponsored ride -a -long program, after the appropriate release of liability
form is signed.
• The use of personally owned vehicles for City business purposes is
discouraged when a City -owned vehicle is available. If an employee uses
his /her own vehicle for City business, he /she must have prior supervisory
approval and carry proof of automobile liability insurance.
• The mileage reimbursement is intended to offset the cost of gas,
maintenance, upkeep, and insurance.
• The use of City equipment should result in no or negligible cost to the
public. Any identifiable incremental cost must be promptly reimbursed (ie,
cost of driving an alternative, longer route home should be reimbursed).
Scenario 5 - City perspective:
1. Ideally, when Biff's plans changed so radically, he should have returned the
City vehicle and taken his personal vehicle to Portland since his wife was
planning to ride along with him. This choice would also require that Biff
call his supervisor before he leaves, explain the situation and ask for
permission to drive his personal car to the city training. Ideally, the
supervisor would verify that Biff carried proof of current auto liability
insurance before granting such permission.
2. Biff's supervisor could also agree at this point to grant city mileage
reimbursement for the direct miles to and from the training, but
permission to take a personal vehicle on city business for the
convenience of the employee does not implicitly ensure that the
employee will be reimbursed, so be sure to get advance agreement with
your supervisor on this point, as well. Generally, permission would be
granted in situations where there is some other offsetting savings to the
city by the use of a personal vehicle (e.g., lodging with a relative during a
city - related event).
3. Choosing to drive an alternative, and much longer, route home (via the
coast and with personal side trips) is never appropriate in a City vehicle due
to the additional costs incurred by the City.
4. Ideally, Biff should have used a public payphone to call his friends living in
Astoria, because this call does not meet either criteria for personal use of a
