cellular phone is allowable only for reasons that are directly related to your official duties, such as <br /> contacting your spouse or child care giver to advise them that you are going to be late getting <br /> home or picking up children because a meeting is running late. Use is also allowable if you are in <br /> the field for urgent personal calls that cannot wait until you can gain access to a regular <br /> telephone. <br /> 11. Can I use the internet on my City computer for personal web surfing or to check my <br /> personal email account? <br /> You can surf the web for personal reasons as long as you do so before or after work, on a rest <br /> break or during your meal period. Remember, your use of City internet access for personal <br /> reasons must meet the criteria outlined in Question 1. All of the other restrictions around use of <br /> City equipment apply as well. Any use or access on a public computer, such as logs of Internet <br /> sites accessed, e-mail messages, and other documents may be subject to disclosure under <br /> Oregon's Public Records law. You may not use the City's internet access to access or distribute <br /> pornographic, obscene or indecent material, or anything that might reasonably offend co- workers <br /> or the public. A list of the restrictions is included in the City's policy under APPM section <br /> 4.16.2. E. <br /> 12. Are email messages that I send from the City's email system (either business or <br /> personal) private and confidential? <br /> No. Any electronic communication sent or received on the City's email system is considered <br /> property of the City. The City reserves the right to enter the email system to review, copy or <br /> delete any message, to disclose the messages to others, and to use the messages to support <br /> disciplinary or other actions. In addition, electronic messages may be considered public records, <br /> in which case the public has a right to examine the messages. Therefore, you should not assume <br /> that messages are confidential. If a communication must be private or confidential, do not use the <br /> email system. <br /> 13. Can I install personal software on the City computer? What about games? <br /> You may not install personal software (such as Quicken) or computer games on your City <br /> computer or the City's laptop. Only software related to official business may be loaded onto the <br /> City's equipment. An example of software you might load onto your City computer for business <br /> reasons would be software to synchronize a personal PDA that you also use for business reasons <br /> with your City calendar and contacts list. <br /> 14. I like to listen to music that I get off the internet while I'm working. Is that allowed? <br /> You may listen to music on your computer while you are working using the CD or DVD drive, <br /> but you cannot access music that is delivered via the internet, such as listening to a web radio <br /> station or streaming music. The reason for this restriction is that this type of continuous access to <br /> the web takes up a significant amount of resource and slows down internet performance for all of <br /> your co- workers. <br /> Human Resources Revised: 07/26/07 <br />
