activities cannot pose a conflict of interest, a negative public perception, or the appearance of
impropriety. Purchases should not be time - sensitive, such as auctions or investments. Also, City
employees may not use the City's information resources to avoid the expense of personally
purchasing comparable hardware, software and/or intemet access. Day trading or e-Bay
purchases and similar auction -like uses are not permitted.
6. Can I check out my investment performance for my deferred comp account on my City
computer? Can I use the internet to complete deferred comp transactions?
You may use your City computer to access your deferred compensation account and PERS
information, as long as you do so before or after work, on a break or while you are on meal
periods. See Question 1. You may update your account information and access forms or other
information related to your account, but you may not use your City computer to buy or sell funds
in your deferred comp account. City employees may not sell or trade goods, services or financial
instruments via the City's intemet for personal use.
7. I know that I'm not supposed to use the telephone for personal calls during work
hours, but my doctor just called and she's really hard to get on the phone. Can I just
this once speak with her very briefly when I'm not on a rest break or at a meal period?
As explained in Question 3, there is an exception in the policy to allow you to use the City's
telephone during working hours for personal reasons on a rare occasion when there is an urgent
situation that cannot wait for a couple of hours until you are on rest break, on your lunch time, or
done with work for the day. Rare generally means something that occurs on average of 2 to 3
times a month. Examples would be the one mentioned above about accepting a doctor's phone
call, or if your child's school called to tell you that your child was sick and needed to be picked
up. You could use the City's telephone to talk with the school and then to talk with a family
member or care giver to ensure that your child is picked up from school and has supervision for
the rest of the day.
8. I'd like to have photos of my dog as wallpaper and as a screen saver on my City
computer. Is that OK?
This is allowed under the City's policy, as long as you are using the City - supplied Windows
software to display those photos. City policy says that you cannot load any personal software
onto the computer in order to display those photos.
9. When I'm traveling on City business and I bring along a City- issued cell phone and/or
City- issued laptop, can I use those items for any personal activities?
Guidelines for using City equipment while traveling on City business are the same as the
guidelines for using City equipment while you are at your regular work place. See Question 1.
You may use a laptop computer for personal reasons before and after work, on a rest break or at
meal periods, for brief periods of time. You may make one brief personal phone call (fewer than
five minutes) home on your City -owned cell phone to check in each day.
10. Can I use my City cellular phone for personal calls?
The personal use of cellular phones is more limited than that for regular office phones. This is
because of the air time costs associated with cellular phones. Personal use of a City -owned
Human Resources Revised: 07/26/07
