Criteria Used for allowing Internal Only Postings <br /> to be included in the next Supervisors Guide Update <br /> City of Eugene policy, APPM 3 -141 states all regular full -time and part-time positions must be <br /> posted externally for at least three weeks. HRRS may allow exceptions to the policy. <br /> Recruitment and Selection staff will evaluate all of the following guidelines to determine if an <br /> internal posting is an appropriate option. <br /> 1. Employees in the position must operate specific equipment only available at the City of <br /> Eugene, no other employer in the recruiting area has the equipment or transferable <br /> equipment. <br /> 2. Specialized knowledge is required which cannot be obtained in a reasonable training time <br /> of six months. <br /> 3. External postings show a pattern of being filled by internal candidates. <br /> 4. Even though extensive efforts to recruit a diverse applicant pool have been made in the <br /> past, the pool has not been diverse. <br /> 5. The feeder positions (those where generally internal applicants come from) are currently <br /> filled with a diverse group of employees who potentially will promote. <br /> 6. Multiple, qualified internal candidates must apply to insure a competitive process. <br /> Additionally, before a position will be posted internally the manager would need to agree to the <br /> following: <br /> 7. A commitment will be made to extensive outreach for the feeder group positions. <br /> 8. Career development programs will be explored and enhanced in the feeder group <br /> positions to allow the largest group possible be ready to promote. <br /> 9. Before an underfill option would be used to fill the position when posted internally, the <br /> position will be posted externally to see if there are qualified external applicants. <br /> Important Note: temporary employees are not considered internal applicants and are not allowed <br /> to apply for internal postings. <br />
