BLM, City, TNC and <br /> LCOG staff have all played coordination roles in terms of planning and implementing the wetland program. <br /> The wetland program is likely to continue to be prominent during the next few years. The program is broad, <br /> complex, and multi jurisdictional. There is a need for an identified wetland coordinator to serve as a liaison <br /> among the partners and with other parties. There is a need to have a leadership position for the program <br /> because of its importance and its inter-jurisdicitional nature. This is particularly true during the next one to <br /> two years as the program continues to evolve from its planning stages into a full implementation stage. <br /> There are still many new issues confronting the program. Because the program and partnership are new, <br /> there are still pioneering efforts being undertaken that are projects, rather than operations. Under the <br /> current system, no person or agency has been given the broader charge as overall program coordinator. <br /> There is currently no person assigned who can track all the aspects of the program and ensure that proper <br /> coordination is taking place. Without such a position, it is likely that gaps, overlaps, and conflicts will occur <br /> among partners and with other parties. <br /> There should be joint support (not necessarily proportional to membership) for such a position. The position <br /> should maintain neutrality to avoid conflicts of interest. The function could be met by: 1) contracting with <br /> LCOG, 2) hiring an independent contractor, 3) creating a new position to be jointly funded by the partners <br /> (to be housed by one of the partners - similar to Ed's TNC position at City Engineering), or 4) agreeing that <br /> one of the partners would provide the coordinator from existing staff. <br /> Wetheads estimate 0.5 FTE to accomplish the purposes listed below. The coordinator could assume <br /> responsibility for support of Wetheads (scheduling, agenda setting, minutes recording, meeting <br /> organization). <br /> The Wetlands Coordinator position provides direct assistance to the City of Eugene, the Conservancy, and <br /> BLM for planning, organizing, and managing the administrative functions of the West Eugene Wetlands <br /> Management Program. In the past, the duties, responsibilities, and <br /> general scope of services of some of the wetland coordinator functions have been defined and overseen by - <br /> the City of Eugene Public Works Engineering Division through an agreement with LCOG. <br /> Wethead Recommendation <br />
