Funding for that position can be jointly shared, and the person can work out of one of the partner <br /> offices. As the program matures, the position should be evaluated to determine the level of coordination <br /> needed (Does the position require someone with broad public policy experience or someone with <br /> administrative skills ?). <br /> In the interim, there appears to be funding for a half -time position if the City and BLM jointly fund the <br /> proposed agreement drafted by LCOG. LCOG provides a neutral forum for the identified functions during a <br /> one to two year transition period. The work program, work activities, and agency budgets can be monitored <br /> over that period to allow a decision on a long -term solution. <br /> Identification of LCOG as wetland coordinator does not mean LCOG needs to perform the lead role in every <br /> project undertaken as part of the work program. In many instances, those functions can be performed by a <br /> partner. LCOG can participate and remain informed, so impacts on other activities can be tracked, as well <br /> as progress on individual tasks that may affect other parts of the program. <br /> Many of the following functions are currently part of the proposed agreements for wetland coordination <br /> among BLM, City of Eugene and LCOG. The following functions can be performed at approximately 0.5 <br /> FTE within the proposed agreement. <br /> The Coordinator's key purposes are related to overall coordination: <br /> help prepare and coordinate implementation of the approved WET annual <br /> work program; <br /> review progress of the work program and budget, prepare and present an <br /> annual status report to WET, and make recommendations for needed changes <br /> in priorities, schedules, and funding; and <br /> coordinate review, comment, and tracking of internal and external projects; <br /> Additional purposes of the coordinator position are: <br /> provide administrative services and support to the Wetlands Executive Team; <br /> coordinate and involve WET partners in program activities, functions, <br /> projects, and meetings; <br /> provide administrative services and participate in the Wetheads; <br /> assist in determining research needs, coordinating research projects, and <br /> identifying sources of funds; <br /> prepare materials, articles, and papers for public distribution and presentation; <br /> assist with public outreach and involvement activities; <br /> coordinate with the wetlands mitigation bank; and <br /> seek outside funding and helps prepare grants. <br /> Other Issues <br /> There is a growing need for additional technical assistance in restoration, monitoring and other technical <br />
