6/21/93 DRAFT <br /> WETLAND ADMINISTRATIVE GROUP <br /> (WAG) <br /> Draft Charter <br /> Constitution <br /> The Wetland Administrative Group (WAG) is established by jointly adopted intergovernmental <br /> agreement and memoranda of understanding among the participating agencies and <br /> organizations. (Refer to the Organizational Chart). The mission, goals, and specific <br /> authorities and requirements of the WAG are set forth in this document. Each partner's <br /> representative is listed, but he or she may designate an alternate to participate on the WAG. <br /> The charter WAG partners include, the City of Eugene (Public Works Director), Lane County <br /> (Public Works Director), the Bureau of Land Management (District Manager), and the Nature <br /> Conservancy (Oregon Director). Additional agencies or organizations may be added as WAG <br /> partners upon nomination by an existing partner and approval by the WAG. <br /> WAG may establish a User /Community Advisory Committee and/or a Technical Advisory <br /> Committee to provide advice to the WAG and to the Wetland Manager and staff. The two <br /> committees can meet with each other to prepare common recommendations to WAG and staff. <br /> The WAG may include provisions in its bylaws for interested parties to submit concerns <br /> through the wetland manager and to place issues on the WAG agenda for WAG consideration <br /> and resolution. WAG shall have the option of hearing those items at its discretion. <br /> Purpose <br /> WAG is established to provide direction and fiscal oversight to the management of the west <br /> Eugene wetlands system as outlined in the West Eugene Wetlands Plan and other public policy <br /> documents related to the project area. WAG is also charged as being the major coordinating <br /> body for intergovernmental and interagency actions affecting the wetland project area. <br /> Relationship to Policy Makers <br /> By interpreting the broad policies set by elected officals and other policy makers, WAG <br /> provides specific direction for implementation of the plan, resource management, and <br /> operation and maintenance of the wetland system. <br /> WAG is responsible for ensuring that implementation of the West Eugene Wetlands Program is <br /> consistent with the Metropolitan Area General Plan, the West Eugene Wetlands Plan, the <br /> Comprehensive Stormwater Management Plan, and other applicable plans. <br /> WAG is responsible for keeping elected officials and policy makers informed regarding <br />
