DRAFT LEITER TO WAG POTENTIAL PARTNERS
November 17, 1993
Dear Christine Anderson, John Goodson, Russell Hoeflich, and Judy Nelson,
The Wetheadstwetland'staff team) has been working since plan adoption in 1992 to develop
long term operational recommendations for joint participation and management of the west
Eugene wetland system. Wetheads examined several institutional options for joint
management and recommend the formation of a Wetland Administrative Group (WAG) to
provide direction for the future of the system within the broad policy framework of the
adopted wetland plan and other guidance documents. The model is patterned closely after the
Regional Executive Group (REG) that directs the regional information system (RIS).
A draft charter and organizational chart is attached for your review. It will be an obvious first
agenda item should you chose to go forward with the Wethead proposal. You each have staff
on the Wetheads to whom you can direct questions. Each of you has staff on the Management
Subcommittee of Wetheads that did the majority of the work in developing this proposal.
There are several things that you are being asked to do (the draft charter contains information
that should assist you. For example it describes what becoming a partner means and what
level of appointment should be made to assist the group in making the appropriate decisions
that need to be made regarding programming, staffing and budgeting):
1. Respond to the invitation to become an active member in the original partnership - do
you wish to be a charter member?
2. Identify your representative and an alternate to sit on the board (name, title, address,
phone).
3. Please notify by phone or electronic mail Steve Gordon, 687 -4426, or Heather Hansen,
465 -2337, of-L -COG of your decision on the above two points by November 30, 1993.
Once you notify L -COG, we will immediately begin establishing your first meeting for late
January 1994. The Wetheads will continue to develop a list of management activities needed
to implement the plan and will work on presenting issues to you that are necessary during the
transition period between now and the target date of July 1, 1994 for implementing local
permits, operating the mitigation bank, and carrying on other management activities.
Thank you,
a
Steve Gordon
L: \wetlands \WAGlet.doc scg 11 -9 -93 ;° 4
