I hope we get a chance to review the issue paper and provide some
input. There seems to be a general interest in putting open space in public ownership but its my opinion
that there are several other options including making the area common area on the face of the plat. The
associated implications or expectations of the adjoining property owners is what concerns me. Lots of
people would like to have a 'park' like setting in their back yard but then they also tend to expect we are
going to do something with it. Just some thoughts. Good luck. A policy dealing with public acceptance of wetlands will
affect a lot of City programs - we have a number of concerns related to public infrastructure and
assessments among others. The City's acceptance of the wetlands in West Eugene went through a long
planning process, with an extensive cost /benefit study. I'm not saying were opposed to the idea, only
that it may take a while to finally hammer out a policy; the letter from Wells indicated that he might not be
able to wait that long. I'm real concerned about giving him any indication now that we'll accept the park,
and then later deciding not to (I'm going to give him a call today). If we do, it will still be his responsibility
to construct the street through the wetland, get all the permits, and pay off the remaining sewer
assessment.
From: STEGNER Donna M
To: FERGUSON Joe M
Subject: FW: MD 94 -14 Bramblewood
Date: Thursday, December 29, 1994 8:34AM
Got this from John yesterday. This is the park site you had
questions about. I realize that accepting the site leaves
some questions as to liability, maintenance, etc. However,
accepting is supported by the Metro Plan and will leave a
wonderful openspace for future generations. Not to mention, a
great homeless camp (tongue in cheek). Donna
From: WEBER John J
To: STEGNER Donna M
Subject: MD 94 -14 Bramblewood
Date: Wednesday, December 28, 1994 3:OOPM
Donna,
The configuration of this park site appears to be what we were expecting.
The criteria for accepting non - developable park land is still in the draft stage.
Its my understanding that an issue paper is yet to be
completed (by Bob Hammit, I think).
John Etter's preliminary analysis of the Bramblewood park site
indicates that it will pass the draft criteria.
-j w
Page 1
