• <br /> 5.8.12 Plan 11: Parcels B. C and E Levee Removal /Channel Modification. This <br /> plan represents the largest scale environmental restoration plan considered under the <br /> Amazon Creek Reconnaissance Study. It closely parallels the "with project" condition <br /> evaluated in the hydrologic models for this reconnaissance study. <br /> Under Plan 11, parcels B, C and E would be acquired and managed for wildlife habitat <br /> and wetland restoration (Figure 31). Approximately 23,500 LF of levee along both sides <br /> of the Amazot Nand Dfick Pond channels would be removed. The channels'Would be <br /> widened in both directions from the railroad grade to Royal Avenue. Approximately <br /> 14,000 LF of swale /meander channels within parcels B, C and E would be restored. <br /> Approximately 4.1 acres of swale /mound topography would be restored, primarily in <br /> Parcel C. <br /> Approximately 5,300 LF of new levee would be constructed along sections of Green Hill <br /> Road, Royal Avenue, and Glenhaven Avenue to prevent flooding to the roads and other <br /> structures. <br /> This plan could substantially change the flow relationship between the Amazon and A <br /> channels during high frequency flood events. Higher flows would be sent down the A <br /> Channel than under current conditions with the possibility of additional induced flooding <br /> downstream. The existing hydrologic and hydraulic models prepared for this <br /> reconnaissance study are inadequate to accurately determine what the effect of this <br /> environmental P lan will be on the reach of Amazon Creek downstream. Modification of <br /> the A Channel would have to be coordinated through the SCS. <br /> The Amazon Creek/Fern Ridge bicycle trail would be routed around the eastern and <br /> northern margins of the restored wetland habitat to Royal Avenue. The revised route <br /> away from the north side of the creek would be necessary to prevent conflicts between <br /> recreationists and wildlife species using the restored wetland habitat. The trail could be <br /> placed on top of the new levees constructed south of Royal Avenue as part of this <br /> environmental plan. <br /> Plan 11 could be combined with any of the other environmental plans that do not involve <br /> parcels B,C or E (plans 1, 7 or 8). <br /> 106 <br /> • <br /> • <br />
