r <br /> from the group as well, such as using LWCF funding to match state funding and then, in turn, <br /> using the state funding to match federal funding so as to maximize the ability to match funding. <br /> Mr. Alverson said that the City Council of Eugene has passed a 5 year exemption to the city burn <br /> ordinance and prescribed burning will occur this season, conditions permitting. <br /> Mr. Alverson noted that the current wetlands map is out of date and that more land acquisition <br /> has occurred, including a 36 -acre parcel that had been closed on in late June. <br /> D. ACOE <br /> Mr. Stampe stated that the water level in Fern Ridge Reservoir is down and this created <br /> opportunities to do work in areas normally covered by water. He noted that an Environmental <br /> Analysis (EA) has been done for Gibson Island. He added that the ACOE is scheduled to do <br /> some prescribed burns at Fern Ridge this year. <br /> E. Youth Corps <br /> Mr. Adams circulated a pamphlet with color photos of some of the work that the Oregon Youth <br /> Conservation Corps (OYCC) has been doing. He suggested that the Youth Corps might be an <br /> ideal resource for ongoing maintenance on restored wetlands. <br /> Mr. Adams displayed copies of a children's book entitled Down by the Sea by Jay Nicholas that <br /> are available for purchase through the OYCC office. <br /> -- Iii - 1 - 6 w s D'' Mr. Adams gave an overview th current status of Title III funding. He stated that currently it <br /> has increased to $260 million. He said that, of that money, 15 percent or $7,197,000 a year, is <br /> dispersed completely at the discretion of the Lane County Board of Commissioners. He stated <br /> that the Title II money is allocated for special projects that are either on federal land or to the <br /> benefit of federal land and is monitored through local resource advisory committees. He said that <br /> Title III money can be used for six types of projects. He noted that in Clackamas County, the <br /> commissioners were trying to use the money to backfill the budget, which would jeopardize the <br /> funding after six years. <br /> Ms. Dougan stated that Ms. Johnston had put together grant proposals for the funding but they <br /> had not received funding as the money was specified to be allocated for O &C lands or lands that <br /> directly benefit the O &C lands. She said that the BLM was trying to get the definition of grant <br /> recipients broadened so that the wetlands projects could receive the Title II and III monies.
