Ms. Johnston noted that she had been working with the Juvenile Justice Center and that the <br /> County preferred to keep the Title III money in house. She said that she had helped to create a <br /> program that was a precursor to the Looking Glass program. <br /> F. Fish and Wildlife Service <br /> Mr. Cameron gave an update on the Willamette Valley FWS coordinator position, noting that a <br /> description of the position had been submitted to the Washington, D.C. office for approval <br /> approximately six weeks earlier. <br /> Mr. Cameron said that the FWS had held an annual regional meeting that had addressed, among <br /> other things, the prioritization of land acquisition. <br /> 8. WETLAND COORDINATOR REPORT <br /> Mr. Gordon stated that there are new wetland contracts with the City of Eugene for the fiscal <br /> year, and that now a plan had to be submitted to the state and federal agencies for approval of the <br /> amendments. He noted that the plan was required to be accompanied by a biological assessment <br /> and that those activities were underway and would be submitted to the ACOE for approval. <br /> Mr. Gordon said that the map would be updated and would incorporate themes that emerge from <br /> the interpretive plan. <br /> Mr. Gordon noted that mapping has occurred for the recreational access plan as the appeal period <br /> is over for the BLM project. He added that LCOG would be working on a business plan for the <br /> education center with some of the funding from the education grant. <br /> Continuing, Mr. Gordon stated that there is a separate contract with the City of Eugene to <br /> continue to assist in developing mitigation improvement plans and that part of that program <br /> consisted of looking for future mitigation sites and roughly assess their suitability for the capital <br /> improvement program. <br /> Mr. Gordon gave an overview of lobbying efforts, noting that the City of Springfield had <br /> received $1 million to begin construction of the Millrace and Millpond reconstruction, though it <br /> had yet to pass both Houses. He said that the Amazon Basin had been allocated $100,000 in <br /> Energy and Water Funds to begin a general investigation assessment, adding that this could be <br /> the beginning of a multi -year assessment of waterways. Continuing, Mr. Gordon stated that the <br /> Metropolitan Regional Park and Open Space program has officially begun as of July 1 fully <br /> funded by the four local agencies mentioned at the last meeting.
