He noted that copies <br /> of the WAG meeting agenda were available to interested parties. <br /> Ms. Evans reported that Glenn Klein of the City Attorney's Office had <br /> indicated his belief the WAG was not subject to Oregon's Public Open Meetings <br /> Law. <br /> Mr. Gordon invited the Wetheads to attend the WAG meeting. He noted he would <br /> moderate the first meeting. <br /> IV. STATUS REPORT ON ARMY CORPS OF ENGINEERS (ACOE) /DIVISION OF STATE <br /> LANDS (DSL) SUBMITTALS <br /> Mr. Gordon said that Ken Bierly, Brian Lightcap, Nancy Leibowitz, and Liz <br /> Varnhagen had visited Eugene the previous week to tour selected wetlands <br /> sites. They had toured several sites and would return January 26 to visit <br /> - several other sites. <br /> Mr. Gordon said that Ms. Leibowitz had also been in Eugene to visit the Cone <br /> site on Terry Street. The representatives of the two resource agencies had <br /> agreed with the SRI inventory on the Cone site, but expressed concern with the <br /> internal street layout. Responding to a comment from Mr. Bowman, Mr. Gordon <br /> said that the Cone permit does not at this point affect adjoining property. <br /> Mr. Gordon anticipated that DSL and ACOE would issue public notice soon. Mr. <br /> Watt had agreed to review the ACOE notice. He said that in addition, LCOG <br /> would prepare the maps for the ACOE notice. <br /> Mr. Lyle asked if the resource agencies would recognize the new inventory. <br /> Mr. Gordon said that the resource agencies indicated that they would recognize <br /> the redelineation in cases where the new inventory modifies or amends the SRI <br /> " - -inventory. As a condition of the permit, the resource agencies will call upon <br /> the City to recognize those refinements in the plan amendment process. Mr. <br /> Gordon added that in most cases the net change was not significant. The <br /> resource agencies will address new delineations individually. <br /> Responding to a question from Ms. Evans regarding the unmapped wetlands (areas <br /> marked in white on the plan maps), Mr. Gordon said that the City should be <br /> relieved from the responsibility of telling property owners they have to do <br /> anything different than a normal building permit in those areas. The City was <br /> obliged to tell a property owner if they owned land included in a national <br /> wetlands inventory or local inventory.
