Ms. Souder had met with Carol Bost of BLM and indicated that ODOT <br /> did not want to proceed with the agreement; instead, BLM would buy the ten <br /> acres next to Stewart Pond and ODOT would buy the remaining 35 acres of the <br /> Martinson property. <br /> Ms. Evans said that Ken Doud of the City had discussed the issue with Roger <br /> Hansen, Acting Assistant Director of Right -of -Way in Salem. Mr. Hansen had <br /> reviewed the memorandum and indicated he had no major problems with the <br /> agreement. At this point, Ms. Evans said, it appeared that the agreement <br /> would go forward. Ms. Evans requested direction from the Wetheads; she asked <br /> if there was anything that the City could offer to ODOT to "sweeten the pot" <br /> were staff to go to ODOT and attempt to press the issue. She suggested the <br /> City could offer ODOT mitigation credits or could assume responsibility for <br /> monitoring ODOT's mitigation after the agency's consultant contract expired. <br /> Ms. Evans noted that ODOT's contribution could add as much as $700,000 to the <br /> mitigation bank. <br /> Responding to a question from Mr. Lyle, Ms. Evans said that ODOT would require <br /> all 35 acres for the Beltline project as the project's various phases go <br /> forward. Mr. Bowman said that it was not clear how much acreage ODOT was <br /> seeking at the present time, although ODOT staff had mentioned 25 acres. <br /> Mr. Lyle indicated his preference for offering ODOT monitoring rather than <br /> mitigation credits if it was necessary to offer the agency anything. Mr. <br /> Gordon agreed. <br /> Ms. Evans suggested that the City seek verbal agreement from ODOT to proceed <br /> with the purchase while the details of the agreement were worked out if it <br /> took more time to work out the agreement than the BLM now had with the current <br /> appraisal. Mr. Bowman said that the course suggested by Ms. Evans was <br /> satisfactory to BLM, although he pointed out the result would be fewer <br /> acquisitions with 1994 funds. He noted that the appraisal expires at the end <br /> of February 1994. <br /> Ms. Evans said she would set up a meeting with ODOT in Salem the week of <br /> January 24. She suggested that Mr. Doud and Mr. Bowman attend the meeting. <br /> Mr. Bowman agreed. <br /> The Wetheads agreed that Ms. Evans could offer ODOT management and monitoring <br /> of its mitigation project after the second year at the meeting if necessary. <br /> III.
