Mr. Lyle noted that the overlay of wetlands boundaries on the GIS system was <br /> not absolutely accurate. He asked how staff could determine the relationship <br /> of those delineated boundaries to the true location of a property as it went <br /> through the development process. Mr. Gordon reminded him that the only <br /> wetlands the City needed to be concerned about in such cases were those marked <br /> in red on the plan map. He suggested that the City flag the wetlands <br /> boundaries at the time of development, particularly when there is a split <br /> designation on a wetland as developers have no way of determining that <br /> boundary. • <br /> Mr. Gordon noted that the Planning Division sent letters to all property <br /> owners asking for permission for more detailed delineations; some owners of <br /> development sites declined to participate in the new inventory. He <br /> anticipated that the City's permitting procedures would require such owners to <br /> complete a delineation that satisfied DSL. Mr. Bowman said that such sites <br /> should be clearly identified on maps for the benefit of the public and Permit <br /> and Information Center staff. <br /> Mr. Lyle said that there had been visits to the Willow Creek area by potential <br /> developers. The new inventory showed a substantial increase in wetlands on <br /> that site. He asked when those sites would be considered for designation. <br /> Ms. Evans said that no time line had been established to consider those sites. <br /> Mr. Croteau added that the owner of the Willow Creek industrial site had not <br /> given the City permission to enter the property, so the delineations were done <br /> off -site. Mr. Gordon suggested that he and Ms. Evans meet with Neil Bjorklund <br /> to discuss the issue. Mr. Croteau indicated he would contact Larry Campbell, <br /> representative of the property owner, and would send the draft work program <br /> for the ESEE analysis to Mr. Gordon and Ms. Evans. <br /> Mr. Gordon suggested that the Wetheads include a presentation by Mr. Bjorklund <br /> on the new process for evaluating the inventory information on a future <br /> agenda. <br /> Responding to a question from Mr. Lyle, Ms. Evans confirmed that composite <br /> maps were available at the PIC. Mr. Gordon added that, at the request of Ms. <br /> Evans, he was developing a 1:1,000 map that would show the SRI boundaries and <br /> Wetland Specialities boundaries where they are different. Mr. Croteau <br /> suggested that the term "undesignated wetland" not be used on any new maps, <br /> and proposed the term "new inventory." <br /> V. LOBBYING TRIP TO WASHINGTON, DC <br /> Mr. Gordon reminded the Wetheads of their commitment to keep Senator Mark <br /> Hatfield informed of the progress of the plan implementation.
