WELCOME /AGENDA REVIEW /APPROVAL OF MINUTES AND MEETING DATES <br /> Ms. Evans added discussion of the Bureau of Land Management (BLM) /City <br /> Eugene /Oregon Department of Transportation (ODOT) memorandum of agreement <br /> regarding the Martinson property to item II, Acquisition Committee Report. <br /> She asked that the parkway realignment be added to the agenda as item VII. <br /> Mr. Gordon added discussion of the upcoming lobbying trip and progress report <br /> to Senator Mark Hatfield to item X, Information Sharing, and added an agenda <br /> item (VI) regarding the Society of Wetlands Scientists June conference. <br /> Mr. Bowman added an item regarding the Wildlife Habitat Enhancement Conference <br /> to the agenda (VIII). <br /> The minutes of December 16, 1993, were approved as submitted. <br /> The list of moderators and meetings dates for 1994 were accepted by the <br /> Wetheads. <br /> II. ACQUISITION COMMITTEE REPORT <br /> Mr. Bowman reported that BLM had drafted a memorandum of understanding between <br /> the City, ODOT, and BLM that stipulated BLM would acquire the Martinson <br /> property and ODOT would employ the acreage for its Beltline widening project <br /> mitigation. The funds ODOT would otherwise have spent on land acquisition for <br /> mitigation would be directed toward the mitigation bank. Subsequently, Mr. <br /> Bowman had met with Ms. Evans and a representative of ODOT, Neil Flanagan, who <br /> had raised objections to the agreement and indicated ODOT lacked the funding <br /> to proceed with the agreement. Mr. Flanagan also did not perceive anything <br /> tangible would result from the agreement for ODOT. <br /> Mr. Bowman said that following that meeting, he had discussed the issue with <br /> Tom Arho17! of ODOT, who had indicated to Mr. Bowman his belief the money was <br /> availa and the mitigation project would go forward in 1994.
