DEC16961. Page 3
Is there alternative to updating SCRF that would get us to the same place? Best way - update
Refinement plan.
Initiate amendment to R.P. rather than updating entire plan? - Brainstorming more creative ways to
address situation.
ACQUISITION
Steve's ideas on BLM acquisition priorities were used as the starting point for discussion with Jock taking
the lead. The wetheads supported the following priorities, with the guidelines to use the Plan and be
opportunistic.
a. Complete key in- fills, including:
Cuddeback (good to revisit)
Speedway /Coyote Creek (Some answers to this should be forthcoming in next couple of months dealing with
the Plan amendments)
Vinci (on- going)
A3a (Cone) (no activity)
A5 (high priority)
Grosbeck (B6) [work with city on this one re:1135 project]
McCulloch (B8 vicinity) (thinks it has been sold)
Rexius (II & 12 - BLM reluctant to buy, will work with Rexius on conservation easement. Neil says the time
is now since the eastern half of I2 has been redelineated. High priority.)
C6F (contiguous to Nolan. BLM now interested in buying. Will proceed. Also will initiate talks with
landowner north of Nolan, possibly joint acquisition with ODOT)
Complete partnership land realignment
City View /Oakpatch (Does it make sense for TNC to be negotiator? Need to talk to Ross Pinto about it.
Alternative is for city to rely on their acquisition person. Revisit this issue. City has room to negotiate.)
Bertelsen Associates property at 18th and Bertelsen (asking price is above fair market value)
BLM has started appraisal process on Ross property. Adjacent hazmat site may still be an issue.
b. Purchase stream protection in Willow Creek basin
High priority. Instead of outright acquisition, will pursue buying development rights, perpetual easement.
Jock suggested that they look to Ed for ideas and for making contacts. Deborah said that the draft
characterization report may also help in identifying priorities.
c. Purchase land/easements for Amazon Greenway (Royal to Hansen) (several possibilities; lower
priority for LWCF funds, but will keep options open)
d. Purchase at least one or two large rural tracts (100+ parcels for 250 -400 total acres for large scale
restoration) (will close on Taylor Ramseys in January)
e. Work on upland connections (Oak Hill, upper Willow Creek ridgeline) (possibility of conservation
easements? Look into this.)
TNC Acquisition plans: Have 325 acres now - looking at future acquisition on parcel by parcel basis - small
parcels around current ownership, plus a donation in 1 to 4 years ( ?). Need to reexamine site design again.
