The <br /> fines against Iroquois Pipeline Operating Co. <br /> stemmed from construction in 1991 of a pipe- <br /> line that pumps natural gas to 3.1 million <br /> homes in New York, New Jersey, and New <br /> England. Iroquois, based in Shelton, Conn <br /> was accused of failing to obey federal permits <br /> that required it to protect the environment <br /> and restore it to its pre-construction state. <br />
