The plan's designation of wetlands for development, conservation, and protection <br /> is consistent with the resource functions and values of the area. The Plan provides <br /> management of wetland and aquatic resources through time by protecting and enhancing <br /> critical wet prairie habitat, improving water quality and providing non - structural flood <br /> protection measures. The wetland area designated for protection and conservation will <br /> increase important functions and values through time. Full development of the plan will <br /> maintain and enhance the functions and values of the wetlands and waterways of the <br /> plan area. The Plan evaluation has determined the wetland system is capable to <br /> withstand the alterations proposed under the conditions applied. <br /> Full development will maintain significant nodes of wetland habitat connected by a <br /> wetland, slough, and riparian corridor. Creation of the vegetated corridor will significantly <br /> enhance the wildlife values of the West Eugene area. Creation and protection of <br /> connectivity between major habitat blocks is crucial for maintenance of diversity. <br /> 8. The City of Eugene has documented the public need for commercial and <br /> industrial lands to comply with Statewide Land Use Planning Goal 9. The West Eugene <br /> Plan area contains the only large land parcels economically adjacent to both east -west <br /> and north -south roadways, rail, and airport access. <br /> The City of Eugene has documented the public need to protect important natural <br /> resources associated with Amazon Creek, Willow Creek and A -3 Channel, other <br /> wetlands, and forested sites in the plan area. <br /> 9. The mitigation requirements of the Plan will fully offset planned wetland losses <br /> through wetland restoration and enhancement. There will be a net gain of up to 307 <br /> acres of wetlands and a net gain of continuity of wetland resources. <br /> 10. Practicable, less damaging alternatives are not available for the sites proposed <br /> for development in the Plan. <br /> 11. Approval of the plan is conditioned upon the City adopting buffers to resource <br /> protection areas and mitigation sites sufficient to protect and maintain wetland functions <br /> and values. <br /> 12. Important upland resource sites and all mitigation sites have been protected <br /> under the plan. <br /> 13. The plan includes stormwater management provisions that will protect wetland <br /> and waterway resources from pollutants. <br /> 14. The public need to fill up to 197.5 acres of wetlands represented by sites A3a (in <br /> part), A3c, A4a (in part), A4b, A4c, A4g, C1, C3b, C6a, C6b, C6c, C6d, C6f, C7, D2a, <br /> D2b, E3, F1, F2, G1, H2, 11, 12a, and 12b outweighs the need to protect these sites. The <br /> 197.5 acres of wetland is approximately 15% of the wetlands in the study area. <br /> 15. The conditions imposed by this Final Order are designed to protect water <br /> quality, to minimize wetland impacts and to insure the plan is implemented as approved. <br /> 16. Wetland creation and enhancement required by the City mitigation program <br /> would provide full replacement of wetland losses. The program would maintain both the <br /> wetland functions of the wetland system as well as wetland area of the plan area. <br /> 17. Approval of the plan would result in minimal adverse impacts to the wetland <br /> system considering the proposals to enhance and restore wetlands within the study <br /> area.
