6. Sites for mitigation of impacts from development activities. <br /> Mitigation sites have been designated as sites for wetland restoration or <br /> enhancement (sites B3, B5, B7, B8, B9, A2a, A3b, and H2). Other mitigation areas <br /> include uplands mithin or immediately adjacent to sites such as B5, C3a, C4, D1, E2a <br /> and H1 (see Mitigation Manual). Classes of mitigation activities have been developed <br /> (Chapter 4) that provide design criteria and objectives for mitigation actions. Detailed <br /> mitigation planning has been conducted for the major opportunity areas. A small <br /> mitigation bank has been established (site E2e) restoring approximately 6.3 acres of <br /> wetland on the eastem end of the plan area. <br /> 7_ Upland areas adjacent to wetlands. <br /> Upland areas adjacent to the wetland sites that have been acquired are being <br /> protected and in some cases, restored to wetland condition as a part of the acquisition <br /> plan. <br /> 8. Activities or location of buildings, strictures, and improvements which may affect <br /> wetland values or functions, such as stormwater runoff. <br /> The City of Eugene adopted a detailed stormwater management plan in November <br /> 1993 with a goal of reducing or minimizing full development pollutant loadings and <br /> establishes best management practices that include: <br /> a. waterway acquisition, <br /> b. multiple objective pilot projects, <br /> c. retrofitting drainage structures, <br /> d. strengthening enforcement, <br /> e. screening for illicit discharges, <br /> f. monitoring industrial facilities, <br /> g. education program, <br /> h. other measures specified in the Eugene Comprehensive Stormwater <br /> Management Plan, and <br /> i. protection monitoring and maintenance of wetland protection and mitigation <br /> sites. <br /> FINDINGS <br /> 1. The City of Eugene has adopted the West Eugene Wetlands Plan according to <br /> the procedures set forth in ORS 197.610 to 197.625. <br /> 2. The West Eugene Wetlands Plan, as adopted by the city includes each of the <br /> elements required in ORS 196.678(2). <br /> 3. The Division has provided notice and opportunity for public hearing comment on <br /> a proposed order approving the Plan as a wetland conservation plan. <br /> 4. The Division has reviewed the adopted Plan and supporting documents and <br /> considered the applicable findings made in the order of acknowledgment issued by the <br /> Land Conservation and Development Commission. <br /> 5. The Director of the Division has determined that uses and activities permitted in <br /> the plan conform to sound policies of conservation in that they will not result in a net loss <br /> of wetland functions and values. Moreover, implementation of the plan will result in the <br /> enhancement of the riparian corridor along Amazon Creek, Willow Creek, and A -3 <br /> Channel..Also, the water quality provisions in the plan will help protect public health and <br /> safety. <br /> 6. The uses and activities allowed in the plan are not inconsistent with public <br /> recreation, navigation, and fishery. Reestablishing a riparian corridor to Amazon Creek, <br /> Willow Creek, and A -3 Channel will enhance the aquatic and riparian habitat.
